Malta offers golden visa (permanent residency) to investors, who invest for five years. The entire investment is refunded to investors after five years . It is the cheapest golden visa scheme in Europe. This scheme officially known as Malta Residency Program (MPRP) launched 2021 by the Malta Government. This cheaper version of program will open for applications by April 2021.
MPRP is a Residency by Investment Programme that provides beneficiaries with an opportunity to stay or settle indefinitely in Malta or its sister island Gozo.
Malta issues schengen residence permit can travel freely within 26 EU schengen states including Switzerland.
The Malta Permanent Residency Program (MPVP) , provides international investors with permanent residency rights. These rights will apply only for non-EU / EEA / Swiss Nationals. The Programme provides an opportunity for potential beneficiaries and dependents to reside, settle or stay indefinitely in Malta according to Legal Notice 288 of 2015.

Fees and Costs
There are two routes.
1. Rent option (No investment)
The renting is the cheapest route to obtain Maltese golden visa.
- €40,000 MRVA administration fee (covering the entire family)
- €58,000 Government contribution;
- €10,000 Rent in the South of Malta (let’s assume you rent in the South of Malta) for first year
- €2,000 NGO charity donation
- €1,300 Family Health Insurance (approx)
- Additional costs (Legal fee, residence cards, notary, translation, certification fee)
2. Real Estate (Investment)
The Real estate option may interest those who want to buy property in Malta.
- €300,000 Property in the South of Malta
- €40,000 MRVA administration fee (covering the entire family);
- €28,000 Government contribution;
- €2,000 NGO charity donation
- €1,250 Health Insurance for family
- Additional costs (Legal fee, residence cards, notary, translation, certification fee)
Additional conditions
You MUST meet all below conditions plus the above fees, else you cannot apply for Malta golden visa.
- Prove total net assets of EUR 500,000 or more
- Provide a Health Insurance to cover the entire family/dependents (approx EUR 800 per person);
- Rent a property for a minimum of €10,000 for a period of five years or purchase a property for a minimum of €270,000. (not required for real estate option)
How to start
You can start the process by paying initial application fee (10%) and rest after the government approves your application. If your application is refused you dont need to pay.
Processing times
6 months
Real Estate
You are welcome to buy real estate instead of paying rent. The minimum real estate must be minimum of EUR 275,000
Citizenship
After 5 years of uninterrupted living in Malta under ordinary naturalization. This program does not offer special path to citizenship.
